Benign neglect, also called salutary neglect, is a term that has been used in retrospect to describe many historical actions, including Britain's hands-off attitude toward many of its colonies.


One of the few times the term has been used in the present tense as a deliberate action rather than in the past tense to describe a long chain of events was in the late 1960s was by New York Sen. Daniel Patrick Moynihan. His "benign neglect" policy [1] was designed to ease tensions following the American Civil Rights Movement of the late 1960s. However, the policy was widely seen as an abandonment of urban (particularly black) neighborhoods, as the Senator’s statements and writings appeared to encourage, for instance, fire departments engaging in triage to avoid engaging in a supposedly futile war against arson.
