GILMAN, Benjamin Arthur, a Representative from New York; born in Poughkeepsie, Dutchess County, N.Y., December 6, 1922; graduated from Middletown High School, Middletown, N.Y., 1941; B.S., Wharton School of Business and Finance, University of Pennsylvania, Philadelphia, Pa., 1946; LL.B., New York Law School, New York, N.Y., 1950; lawyer, private practice; United States Army Air Corps, 1942-1945; assistant attorney general, New York state attorney general, 1953-1955; member of the New York state assembly, 1966-1972; member, New York state southeastern water commission; elected as a Republican to the Ninety-third and to the fourteen succeeding Congresses (January 3, 1973-January 3, 2003); chair, Committee on International Relations (One Hundred Fourth through One Hundred Sixth Congresses); not a candidate for reelection to the One Hundred Eighth Congress in 2002; delegate, Republican National Convention, 1996 and 2000.
