Johnston was the only major opponent of Allen J. Ellender for Ellender's Senate seat in 1972. When Ellender died after the filing deadline and before the election, Johnston won the election easily, defeating his Republican opponent Ben Toledano and former Governor John J. McKeithen. In 1978, Johnston defeated Woody Jenkins by a 59%-41% margin. His closest re-election race was against David Duke in 1990. Johnston defeated Duke in the primary by a 53%-44% margin. Johnston retired after his fourth term ended in 1997; he was succeeded by Mary Landrieu. A conservative Democrat, Johnston frequently broke with his party on important issues. He voted to authorize use of military force in Iraq in 1991 and also in favor of the controversial nomination of Clarence Thomas to be Justice on the U.S. Supreme Court. He was one of the few Democrats in the Senate to vote against the Budget Act of 1993, which was strongly supported by President Clinton and many prominent members of the Democratic Party. Johnston was a firm advocate of the Flag Desecration Amendment while opposing legal abortion and most gun control measures. However Johnston did oppose the Balanced Budget Amendment and on several foreign policy issues he voted with the liberal wing of his party, such as foreign aid, funds to support the UN, and the prohibition on travel to Cuba.
