He started out in politics in 1968 when he became a city councillor in Île-Bizard, Quebec. He was elected mayor in 1969 and served as mayor until 1987 at that point, he attempted a run at federal politics, running in the Canadian federal election, 1988 for the Liberal Party of Canada in the riding of Pierrefonds—Dollard. He lost, but a second attempt in the Canadian federal election, 1993 was successful. He was subsequently re-elected in 1997, 2000 and 2004. A physician, he served as Parliamentary Secretary to the Minister of Indian Affairs and Northern Development from 1996 to 1998.
