Mark Bezek, Fergus Falls School District superintendent, traveled to Canada Thursday with a group hand-selected by Governor Tim Pawlenty to examine some administrative models their public schools are using.
Bezek, accompanied by the governor, six legislators, the Minnesota education commissioner, superintendents from the Minneapolis and St. Paul school districts and others, witnessed how the Edmonton, Alberta, school district goes about site-based management.
Bezek said one of the interesting differences between public education in Canada and the United States is Canada's emphasis on staffing and staff development.
It is also allowing Bezek to raise its ownership share in YES to 50 percent from 45 percent.
Bezek is demanding further state compensation for a drop in income.
So what we have is Bezek demanding higher rates and claiming that even after the hike it will lose $25 million a year, while it invests hundreds of millions in the failing YES satellite TV company.
