The best known member is Ruben "Tupi" Hernandez, a veteran of the Ontario, California Black Angels - the highest of the three-tier system in which OVS operates - and arguably the most infamous Inland Empire gang member of the late 1980s. Incarcerated a number of times during his youth, Hernandez joined the Mexican Mafia as a teenager and quickly became known as one of the most dangerous inmates in the California prison system after proving his eagerness and devotion to carrying out the violent orders of Mexican Mafia leaders.
