Blacktop roads are generally the main highways of developing infrastructure and their deployment can bring about significant social change for towns and villages that are connected or come within reasonable reach. In addition to allowing ordinary cars (initially taxis) access, they also allow building resources to be easily carried to previously inaccesible places. Often new village infrastructure may be developed around the access roads and some housing may be abandoned in favour of accessible property.
