Robert Filner (born September 4, American politician, has been a Democratic member of the United States House of Representatives since 1993, representing the 51st District of California. He was born in Pittsburgh, Pennsylvania, was educated at the University of Delaware (PhD 1969) and at Cornell University, and was a staff member for Senator Hubert H. Humphrey, for Representative Donald M. Fraser (both of Minnesota), and for Representative Jim Bates of California, and a member of the San Diego City Council before entering the House.

Filner was long interested in politics, serving as a staffer for Senator Hubert Humphrey of Minnesota in 1975 and for Congressman Don Fraser, also of Minnesota, in 1976.
