He studied at York University, England, Queen's University, Belfast, and, on a Fulbright Scholarship, at the University of California, San Diego. He is best known for his books on American music (Harry Partch: a biography, Yale 1998, and Ben Johnston: Maximum Clarity and other writings on music, Illinois 2006) as well as his writings on the American experimental tradition, microtonal music and spectral music, including such figures as Horatiu Radulescu and Claude Vivier. He is one of the leading authorities on the work of the American composer, instrument builder and theorist Harry Partch. He has written on the work of younger Irish composers in the Journal of Music in Ireland. He is presently Reader in Musicology at Dartington College of Arts in Devon, England.
