La puebla de Bol var or Bol bar (Bolibar in modern Basque spelling) is a small village in Biscay, home of Sim var's ancestors, and origin of their surname. In the 1960s it was anexionated to the municipality of Marquina (today Markina-Xemein). A local movement asked for its separation and in 30 November2004, Biscayne local government has approved its independence. Bol var/Bolibar is to be the capital of the municipality of Ziortza-Bolibar.

Into this context, Simon Bolívar was born in Caracas, in modern-day Venezuela, into an aristocratic family, educated by different tutors after his parents died.
Bolivar had wanted to implement in Gran Colombia some or all of the elements of the Bolivian constitution he had written (which included a lifetime presidency with the ability to select a successor, though this was theoretically held in check by an intricate system of balances).
This move was considered controversial and was one of the reasons why the deliberations met with strong opposition.
