Under the new philosophy, the League was a government of governments, with the role of settling disputes between individual nations in an open and legalist forum.
An army was not assembled by the League due to the self-interest of many of its member states.
Japan was therefore left to keep control of Manchuria, until the Red Army of the Soviet Union took over the area and returned it to China at the end of World War II in 1945.

With the aid of U.S. military advisers, the Bolivian army smashed the guerrilla movement, capturing and killing Guevara on Oct. 8, 1967.
Bolivian Indian activist Evo Morales of the Movement Toward Socialism (MAS) won 54% of the vote in Dec. 2005 presidential elections.
As president, his three major initiatives will be to nationalize the Bolivian natural gas industry, the second-largest in South America; form a constituent assembly to rewrite the constitution, which will ensure greater rights for indigenous Bolivians; and legalize the growing of coca.
