Breeda Moynihan Cronin was born in County Kerry and was educated at St. Brigid's Secondary School, Killarney, Sion Hill College, Dublin and Skerry's College, Cork. Moynihan Cronin worked as a bank official before becoming involved in politics in 1991 when she was elected to Kerry County Council. She was first elected to Dáil Éireann in the 1992 general election as a TD for Kerry South and was re-elected at every election until 2007. She succeeded her father, Michael Moynihan, who was a TD for a number of years for the constituency.
