Brian O'Shea was born in Waterford and educated at Mount Sion C.B.S. Waterford and St. Patrick's Training College, Drumcondra. He worked as a teacher before entering into full time politics. O'Shea was elected to Seanad Éireann in 1987. Two years later in 1989 he was elected to Dáil Éireann for the first time as a TD for Waterford. In 1993 O'Shea became Minister of State at the Department of Agriculture (with pecial responsibility for Food and Horticulture).
