The Norfolk County Division was formed on 24 December 1940. On 18 November 1941 it was redesignated 78th Infantry Division. It was commanded by Major General W. M. Ozanne and its brigades were the 213th Independent Infantry Brigade (Home), 220th Independent Infantry Brigade (Home) and 222nd Independent Infantry Brigade (Home).
