Maddox was the only person on the panel that opposed Data's entrance into Starfleet. This event was alluded to by Data speaking to Picard during the "Measure of a man" episode. In the second season episode "The Measure of a Man" Maddox was able to convince Starfleet to allow him to disassemble Data in order to further his research. Maddox ordered Data transferred to starbase 173 in order to proceed with the disassembly, but Data tried to resign his commission. When Starfleet tried to assert that Data was property, Data appealed his decision to the judicial system, and won the right to refuse to undergo Maddox's procedure.
