Bundesland (plural Bundesländer)is the German language name for the federal states of Austria. Oftentimes it is also used for the states of Germany, but strictly speaking, this is not correct since the German constitution (the Grundgesetz) names the states simply as Länder (singular Land). German (called Deutsch in German; in German the term germanisch is equivalent to English Germanic), is a member of the western group of Germanic languages and is one of the worlds major languages. ... Germany is a federal republic made up of 16 states, known in German as Länder (singular Land).
Gemeinden are ruled by elected councils and an executive, the mayor, who is chosen by either the council or the people, depending on the Bundesland.
The "constitution" for the Gemeinden is created by the Länder and is uniform throughout a Land (except for Bremen, which allows Bremerhaven to have its own constitution).
