The Bureau of Navigation was an agency established in 1884 to enforce US laws laws relating to the construction, equipment, operation, inspection, safety, and documentation of merchant vessels. The Bureau of Navigation also investigated marine accidents and casualties; collected tonnage taxes and other navigation fees; and examined, certified and licensed merchant vessel sailors. 1884 is a leap year starting on Tuesday (click on link to calendar). ...


From 1884 to 1903, it was a part of the Department of the Treasury. From 1903 to 1913, it was a part of the Department of Labor. From 1913 to 1932, it was a part of the Department of Commerce, and in 1932 it was combined with the Steamboat Inspection Bureau as the Bureau of Navigation and Steamboat Inspection. In 1942, Executive Order 9038 transferred it's functions of merchant vessel documentation were transferred to Bureau of Customs and it's functions relating to merchant vessel inspection, safety of life at sea, and merchant vessel personnel were transferred to the U.S. Coast Guard. The chief of the bureau of equipment and recruiting has charge of the equipment of all vessels of war, and the supply to their sails, rigging, anchors and fuel; also of the recruiting of sailors of the various grades.
The chief of the bureau of navigation supplies vessels of war with maps, charts, chronometers, barometers, flags, signal lights, glasses and stationery; he has charge of the publication of charts, the Nautical Almanac, and surveys; and the naval observatory and hydrographic office are under the direction of this bureau.
Besides the eight bureaus before named, the act of July 5, 1862, created a hydrographic office, attached to the bureau of navigation, with the function of providing nautical charts, sailing directions, etc., for the use of all vessels of the United States and of navigators generally.
