I agree with you that saving for something is one of the most sensible ways to obtain ICT technology, short of it falling out of the sky for free.
If I were to save 10% of my income every month, I would have to wait about 14 months before I had saved enough to buy this entry level Celeron PC (running linux).
I don't think buying things on installment are a good idea for poor people either - I really dislike the businesses which advertise no money down and try to get people to spend beyond their means and get trapped in the debt cycle.
