CCTV International or CCTV-9 is a news, entertainment, and educational television channel originating in the People's Republic of China. It is mainland China's only 24-hour English TV channel and is run by China Central Television. CCTV-9 can be viewed through Sky Digital in Great Britain, on many major cable and satellite providers in America, on the station's website, and on Free-To-Air satellite television. It caters to overseas Chinese as well as English speakers in China. CCTV-9 focuses its programming predominantly on world news, Chinese current affairs, Chinese language lessons, travel documentaries and cultural programs. Most programs are usually between 15 and 30 minutes long. Aside from news and current affairs, CCTV-9 has weekly features on Chinese businesses which have become successful through good business practices, and good fortune. It also details the latest movie, film, and music releases finding their way to the Mainland, as well as very detailed information on issues relating to other Asian and third-world countries. The target demographic for CCTV International is overseas Chinese and English speakers who wish to know more about China. However, Xinhua News Agency, via its newspaper International Herald Leader, estimates 90% of the channels 14 million daily viewers are in mainland China. Only 4% of those viewing in China are English speakers; instead, it is watched by native Chinese speakers attempting to learn English. Newsworthiness, bias and propaganda

News articles and current affairs programming on CCTV-9 reflect Chinese Government policy. One example of this is that viewers will not hear Taiwan referred to as an independent republic, thus reflecting Chinese Government policy that Taiwan is a renegade province of China. Jiang Heping, the director of CCTV-9, admits that the channel is not un-biased. On the issue of bias he says it is the goal of CCTV-9 "to voice a Chinese perspective on world affairs and to break the western voice's monopoly on the news. Our opinions on the world are quite different from those of CNN and the BBC. We are taking great efforts to minimise the tone of propaganda, to balance our reports, and to be objective. But we definitely won't be reporting as much negative domestic news as the western media."


One former staffer of CCTV-9, Joan Maltese, wrote an article telling of her experiences working at CCTV-9, in which she cites numerous cases of censorship and poor journalistic culture. This eventually led to schism among the expatriate staff, who had to choose between giving a quasi-western facade to official propaganda and maintaining a minimal level of journalistic integrity.


On 25 October 2005 CCTV-9 was noted mentioning the Japanese as The Japanese Imperialists and running a short story on the history of Taiwan using archival footage and featuring special effects of red blood oozing down and obliterating the screen.


As a result of this shoddy presentation and other instances of unprofessionalism, a major revamp ensued in Dec 2005. Contracts were not renewed. Subsequently CCTV's presentation value improved.
