The organization CP9 is a "secret" organization, composed of the most powerful agents of all other CP squadrons. The overseer of CP9. He use to be the CP5 leader and was the first one to come after the Pluton blueprints held by Tom. When Tom refused, Spandam framed him by using Franky's battleships on a judiciary ship, making it seem like Tom and his apprentices (Cutty Flam (Franky) and Iceburg) were the culprits. In the end though, Spandam is outsmarted (as Tom safely hid the plans away) and only gets a very scarred face for his trouble (courtesy of Cutty Flam). Now, Spandam is back with a mask forged onto his face and roaring to finish what he started long ago. Spandam is arguably the least powerful of the group as he has a Doukiri level of only 9. (a normal marine has a Doukiri level of 10) Thus said, he relies on his natural talents of deception and cunning, as opposed to actual combat. Because of his physical weakness, Spandam often reveals extreme cowardice, though he doesn't hesitate to use his rank to boss around subordinates - he even threatens to get them hanged, to get a job done. Spandam is very clumsy (spilling coffee on himself every other chapter) and short tempered, with special sensitivity towards his name - Frankys' nickname for him, "Spanda" (inarguably due to his panda-like markings around the eyes), always causes him to lose his head. As a result, Spandam comes off mostly as a comedic villain like Buggy, though he often reveals real malice when gloating over his prisoners - as seen when he broke his promise of the Straw Hat pirates' safety, and proceeded to beat on his defenseless captives, Robin and Franky. He is the son of Spandine, the CP9 director of 20 years ago, who initiated the Buster Call on Robins home, Ohara.

When we first meet Lucci he appears to be a ventriloquist using his pigeon, Hattori, to speak for him. He also shows very impressive skills when he gets into a fight with Paulie and, later on, Luffy. However, it is soon revealed he is leader of CP9 unit capable of speaking for himself. Lucci ate the Neko-Neko (Cat Cat) fruit, Model: Leopard, which allows him to turn into a huge cat beast. This coupled with his martial arts style of rokushiki, makes him a resilient foe. Later in the story, he reveals he only joined the government so he can be legally allowed to kill people. Kalifa seems to care the most about him, going so far as to attack anyone who insults him with very swift and powerful kicks (which Luffy finds out the hard way when he makes an unintended remark toward Iceburg). When she reveals herself to be a member of CP9, she also shows that she is handy with using a thorned whip along with the rokushiki. Recently in the story, she and Kaku were given Devil Fruits by Spandam and ate them under the urging of Lucci (as well as the rest of CP9). Is introduced tending a bar in Water 7 and also seems the most friendly with Franky and Paulie. But he soon shows his true nature when he attacks Paulie for the Pluton blueprints. He was also the CP9 agent that Robin runs into on the streets. Blueno has eaten the Doa-Doa (Door Door) Fruit which allows him to create a door from any wall. In the latest chapters, Blueno has shown the ability to make "air doors", which Lucci claimed to be doors created on the atmosphere. Also recently, it has been revealed that his power can affect living people too, as Blueno was able to make the middle section of Luffy's face spin like a revolving door simply by touch. Kaku is one of the five foremen for the Galley-la Company. It was Kaku that inspected the Going Merry and informed the Strawhats that it was irrepairable. He is able to move incredibly fast and leap from buildings from amazing heights and distances without a scratch. A lot of the characters mistake him for Usopp since he too has a long nose, only rectangular. During his disguise as a shipwright, Kaku uses a variety of pavers/chisels as projectile weapons (used against Luffy in Dock 1.) After his true identity is revealed, he clashed with Zoro using two giant chisels as swords in Iceburg's room. Recently in the story, he and Kalifa are given Devil Fruits by Spandam and, under the urging of Lucci, eats them. It is unknown at the moment what the fruit does or if Kaku can master it in time to fight the Straw Hats. For some strange reason, even when he has a long nose, himself. He still considers Usopp's nose to be unusually long. Usopp was originally supposed to look like Kaku. Known as the "Sea Weasel", Nero is the newest member of CP9. Unlike his fellow agents, Nero has only mastered four of the rokushiki. Nero was defeated by Franky on the roof of the Puffing Tom, and was subsequentially killed by Lucci, who exclaimed that Nero just "couldn't cut it in CP9". Recently revealed in the series along with his two fellow agents. Fukurou is an oddly round shaped man with a zipper across his mouth, which he must unzip if he needs to speak, and has shown a surprisingly honest side, though it seems to get him in trouble since he blurts out many details that he should not be saying at the moment (like Jyabura getting dumped or Spandam's below average douriki), hence the zipper. His only currently known ability is calculating the power of other members of CP9 by only having them hit him. Being honest, he ranks them by power, causing a bit of a conflict between Jyabura and Lucci. Supposed leader of his team, who, unlike Fukurou, tries to lie and keeps his actions secret. Many fans have noted he looks like Tao Pai Pai from Dragon Ball. His abilities are unknown at the moment, though in chapter 379, during a conflict between himself and Lucci, their shadows are cast upon the floor, Lucci's as an angry cat and Jyabura's as an angry dog, meaning the Devil Fruit he ate must have given him the powers to turn into a dog of sorts. Last member to be revealed, seems to honor the samurai honor code very heavily as he comically attempts to take his own life after dishonoring himself. He accepts the blame for nearly anything so this happens quite often. Before he commits seppuku, however, he instinctivly uses Tekkai and his sword shatters. His abilities are unknown at the moment, although it has been shown that he uses a staff as a weapon and he subdued Franky with his hair.

Rokushiki (Six Powers) "Rokushiki" (roughly translates to "six powers"), are special skills that are known only to the members of CP9 and to Luffy at the moment. These six abilities are: 1. Shigan (指銃) Literally, "finger gun". A technique in which the user pushes their finger into their opponents body at very high speed, leaving a wound similar to a bullet wound. By transforming into a leopard, Lucci added a sharp point to this technique, allowing it to pierce Luffys rubber body. 2. Soru (剃) Literally, "to shave". A technique in which the user moves at very high speeds in order to avoid attacks, as well as to attack at higher speeds. It was revealed that the principle of this move was to kick the ground several times in the blink of an eye. 3. Tekkai (鉄塊) Literally, "iron mass". A technique in which the user turns their body as hard as iron in order to nullify damage taken from attacks. Blueno used a stronger version in an attempt to block Luffys new attacks, and nearly succeded. Techniques: "Tekkai Rin (Ring)" Used by Blueno. This seems to be a combination of Tekkai and Soru, in the sense that Blueno hardens his legs, splits them, and kicks one into the ground, after which he rotates, alternally slamming his left and right leg into the ground. The result is him spinning towards the opponent. "Tekkai Sai (smash" Also used by Blueno, this combines Tekkai and Geppou. after launching himself into the air, Blueno kicks back towards the ground, and hardens his fist, which he drives into the ground for massive area damage. 4. Geppou (月歩) Literally, "moon step". A technique in which the user actually jumps off the air itself, allowing them to stay in the air for much longer than usual. The CP9 can use this technique to cross great distances without ever touching the ground. 5. Kami-e (紙絵) Literally, "paper drawing". A technique in which the user makes their body go limp in order to avoid all attacks, and floats like a piece of paper. 6. Rankyaku (嵐脚) Literally, "storm leg". A technique in which the user kicks out at very high speeds, greatly damaging their opponent, as well as slicing through walls. Variation: "Rankyaku...sen (line)" Used by Nero, the air is cut in a straight line towards the opponent, instead of in a curve, as with the normal version.

He is the leader of CP6 as well as the first agent Sanji comes across when he invades the Puffing Tom. Jerry is an extremely tall man, so much so that he covers the whole ceiling of the car he's in. He is a type of martial artist, able to move his arms lighting fast. But the small space doesn't give him much room to attack properly and thus he's easily taken down by Sanji. The only agents with him were generic soldiers. Sanji is a fictional character in the anime and manga One Piece. CP7 He is CP7's leader, and is also a chef like Sanji. He looks like a slug/snail who has a hot temper and doesn't like to get bothered. He has an almost permanent smile on his face even when he's afraid, which hides his incredible reflexes. He also shoots ramen out of his nose which he uses to make a suit for when he battles. He gives Sanji a hard time as Sanji's attacks would only get stuck in the ramen, allowing Wanze to counter. But Sanji defeats him when he makes an exception to his rules (never use his hands or knives when fighting) because he states that he's fighting with food and uses knives to cut the suit apart, allowing Sanji to finish Wanze with his kick attacks. After receiving multiple kicks to his face, Wanze's face is transformed into that of a pretty boy. He had no agents with him. Sanji is a fictional character in the anime and manga One Piece. CP9 of 20 years ago The director of the past CP9, and the father of Spandam. Like his son, he has none of the strenght of his two nameless goons, who seem to posess some early form of Rokushiki. He is also an extremely cowardly and gloating character, and openly proved their relationship indirectly, by saying: "If I die, give my position to my son!" (after having a hole shot in his jacket) Spandine led the "investigation" of Ohara, which in truth was nothing but a formality before he initialized the Buster Call on the island, through the Golden Den Den Mushi. Spandine shot Robins mentor, professor Clover, before he could reveal the result of the Oharan scholars' work, and also briefly recaptured Robins mother, Nico Olvia. It was through this he learned of Robin, and her knowledge of the Poneglyphs. It is because of him that a 79 million bounty was put on Robin. However, he inderectly saved her by having her denied acces to the Oharan refugee ship, which was destroyed by the Vice Admiral, who would later become Admiral Akainu (Red Dog). |
