The California State Treasurer is responsible for the state's investment and finance. The post has more narrow responsibilities and authority than the California State Controller. The state treasurer assumes office by way of election. The term of office is a four-year term but is limited to two terms. California's state treasurer on Monday characterized Gov. Arnold Schwarzenegger's $222.6 billion infrastructure investment plan as a sham and said it could not be pulled off as the governor proposes.
The state has not added much infrastructure in recent decades despite its growth, leaving highways choked with traffic, schoolrooms filled to capacity, aging levees under threat from earthquakes and floods, and ports straining to handle a boom in trade with Asia.
State Senate President Pro Tem Don Perata, who has proposed a $10.3 billion general obligation bond for various infrastructure projects, has told Reuters he wants lawmakers to craft a bond bill the governor can sign to present it to voters in June.
