Camp Echo is one of six detention camps that make up the main Camp Delta, at the Guantanamo Bay detention camp, run by the United States military. The facility is used to hold detainees who have been selected by the President of the United States for the Military Commissions, and others considered "high value" to the Defense Department. The word internment is generally used to refer to the imprisonment or confinement of people, generally in prison camps or prisons, without due process of law and a trial. ... The location of Camp Echo just outside the main Delta facilty allows pre-commissions detainees to privately consult with lawyers. The physical structure of Camp Echo involves one-storey buildings divided into two rooms by mesh grates. This division allows lawyers to consult with detainees in the area of their cells. It is at this facility, for example, that accused "Millenium Bomber" Ahcene Zemiri consulted with his lawyer, Nicole Moen. *1 Military officials also use the facilities to interrogate detainees. A lawyer is a person licensed by the state to advise clients in legal matters and represent them in courts of law (and in other forms of dispute resolution). ... The 8 x 10 foot concrete buildings have no windows, but are air-conditioned. The cell side contains a toilet and a cot. The visitor side contains a table and chairs.


Camp Echo is accessed by passing through several guarded checkpoint gates. The camp is surrounded by high razor wire fences and is shrouded behind a thick green mesh. Walkways are drawn in the crushed white rock on the ground of the camp, and visitors are instructed to stay within these boundaries. Barbed tape or razor wire is a mesh of metal strips with sharp edges whose purpose it is to prevent passage by human beings. ...
