The CDA Ordinance constituted the authority, laid down its charter and defined its power, duties, functions and responsibilities. Initially the administration of the authority and its functions were controlled by a board consisting of three members: the Chairman, Financial Advisor and one other Member with the commissioner Rawalpindi acting as ex-officio Member. With the passage of time and added responsibilities, the CDA board is now composed of the Chairman, Vice Chairman and Members of Finance, Administration and Engineering. Commissioner of Rawalpindi and Chief Commissioner Islamabad are the ex-officio members of CDA Board. Each member is incharge of various directorates well staffed with highly qualified, experienced and capable professionals in various fields and disciplines. DA is responsible for coordinating all endeavors for the development of the whole of the capital region so that unity of purpose is ensured at all times. Within Islamabad area CDA is not only the planning and coordinating authority but also the executive authority.
