The Capital District Transportation Authority (CDTA) is a public benefit organization which provides transportation services to the Capital District of New York State (Albany, Schenectady, and Rensselaer counties plus part of Saratoga). CDTA was formed out of the remnants of privately operated transit companies in the Capital District in 1970 by a state act of government which also formed three similar agencies in Syracuse, Rochester, and Buffalo. The function of CDTA is to operate public transportation as well as to operate Albany International Airport and the Amtrak stations in the service area (Albany-Rennselaer, Schenectady, and Saratoga Springs). CDTA operates 52 fixed routes, 5 express routes, and 4 suburban shuttle routes out of divisions in Albany, Schenectady (also serving Saratoga County), and Troy. Many of the routes connect neighborhoods to downtowns or downtowns to shopping areas with six routes linking key towns together. Two routes, 11-SUNY Shuttle and 86-RPI Shuttle, are shuttle services for area universities which are also open to the public. In 1996, CDTA became the second transit authority in the Northeast to operate low-floor buses when they were the maiden buyer of the Orion VI and later being a key buyer of the NovaBus LFS (produced in nearby Niskayuna). These two models comprise CDTA's entire fleet. CDTA became one of the first transit authorities to fully convert to an all low-floor fleet for its main routes (though shuttles use smaller "cutaway" buses). In 2006, CDTA will receive its first diesel-electric hybrid buses as a part of a statewide order of Gillig Advantage buses, a model CDTA allowed its drivers to test for a week in February 2005.   • The planning of Bus Rapid Transit on the busy Route 5 corridor, in turn supplanting the 55 bus.
  • A study to assess the feasibility of light rail (which would be hard to route in downtown Albany without a subway due to topography and road arrangement).
