Boil the water and brew the tea bag as normal and remove, then apply the frothed milk. The milk can be frothed in several ways. The best way is to heat the milk in the microwave for 30 seconds then use a cheap electric cappucino whisk like the kind you get from Ikea for £1. Alternatively (but not as effectively) put the milk into a half full container with a tight lid and simply shake it hard for a minute or two. If sugar is required (as with normal tea) it should be added before the milk.
