The Carl D. Perkins Bridge is a cantilever bridge that spans the Ohio River between Portsmouth, Ohio and Greenup County, Kentucky. The bridge carries the two lanes of Ohio State Highway 852 and Truck Route U.S. Highway 23. The bridge connects to Kentucky State Highway 8. Until the completion of the new U.S. Grant Bridge upstream, it is the only highway bridge connecting Ohio to Kentucky at Portsmouth. It also serves as a detour for U.S. Highway 23. Carl Dewey Perkins (October 15, 1912 - August 3, 1984), a Democrat, was a politician and member of the United States House of Representatives from the state of Kentucky.
Perkins was admitted to the bar in 1935 and commenced the practice of law in Hindman.
Perkins unseated Meade and was elected as a Democrat to the Eighty-first and to the seventeen succeeding Congresses and served from January 3, 1949, until his death.
