King was born in Saratoga Springs, New York. He graduated from Union College and Albany Law School in 1926. He was an assistant district attorney of Saratoga County, New York from 1942 until 1950 and district attorney from 1950 until 1961. He was elected to Congress in 1960 and served from January 3, 1961 until his resignation on December 31, 1974. He unsuccessfully ran for re-election against Edward W. Pattison in 1974.
