Biography

Carlos Roberto Reina Idiáquez; was born on March 13, 1923 in the city de Comayagüela, Honduras. His wife was the American citizen, Bessy Watson; with whom he procreated two daughters. He completed university studies in the National Autonomous University of Honduras where he completed a Bachelors degree in Juridical and Social Sciences. Later Reina, continued his studies of post degree in the cities of London and Paris. Throughout his long political career; Reina occupied a great deal of political governmental and international jobs, among them are: Judge in the court of Tegucigalpa, peace Member of the international court of The Hague, Ambassador of Honduras in France, worked with the department of exterior (foreign) relations, was a president of the Central Executive Council (CCE) of the Honduran Liberal Party, among other important positions. For his political activities in opposition to the military governments, during his younger years, Carlos Roberto Reina was arrested in several opportunities. Being the first one; in 1944, for protesting against dictator Tiburcio Carias Andino. Later in the 1960’s he was sent to prison in two opportunities by the General Oswaldo Lopez Arellano, who took possession of the Honduran government though the use of military force. This led Reina to become a fierce defender of Human Rights throughout the rest of his life. In 1979; he was nominated a president of the Inter-American Court of the Human Rights of the American States Organization. Tiburcio Carías Andino was born in 1876 in Tegucigalpa in Honduras, and died in the same city in 1969. ... A General is an officer of high military rank. ... Reina’s socialistic inclinations led him to develo a close friendship with Cuban dictator; Fidel Castro. This, motivated him to travel to Cuba often. For this association with the Cuban dictator, Reina Idiàquez was considered by many Hondurans ' a communist. 'The Moral Revolution'

Carlos Reina became president in November of 1993, after defeating Oswaldo Ramos Soto the candidate of the Honduran National Party with 56 % of the vote. He was accompanied by his vice presidential candidates: retired General Walter Lopez Reyes, the politician Juan de la Cruz Avelar and the lady Guadalupe Jerezano Mejía.


On January 27, 1994 Reina, replaced the salient president Rafael Leonardo Callejas, whom with his scandals of corruption such as the 'Paquetazo', and the 'Chinazo', contributed a great deal to Reina's election. Besides, the nationalistic government inherited the government of Reina a hard ' economic situation… The foreign debt … 'weighed' tremendously on the economy of the country: the service of the debt represented 40 % of the exports of the country. In spite of the fact that, approximately 700 million dollars were condoned to Honduras, the debt 'was' still higher than that it had at the beginnings of 1990. In his first presidential speech Reina launched his moral revolution: " I Pawn my word of honor before God, before the people and before the history, of which we will go out forward in this enterprise that we have imposed upon ourselves. We will defeat the corruption; we will put in force the social liberalism. We will take to end the moral revolution “he said.


At the conclusion of his presidential period, Reina delivered the country to his counterpart Carlos Flores Facussé, almost the same way as it was since he took office, or worse: In a difficult situation and what many people qualified it as a ' " a barrel of gunpowder on the verge of exploiting ". In spite of that the macroeconomic numbers ' improved the poverty in the country it continued in ' 80 % of the Honduran. The rate of illiteracy … in 40 % ' and ' more than one million of unemployed and an untied delinquency. ' [2]


Reina Leaves Behind a Vulnerable Country

One of Carlos Roberto Reina’s main objectives during his government, were the reforms to the Armed Forces - All of which he had finalized by the end of his first year in office. The first one was the total transfer of all power in hands of the military men, to the civilian power - Followed by the abolition of the military service in the country. Nevertheless these and other reforms in relation to the military, brought about a series of negative effects in the Honduran society. The armed forces of a state are its government sponsored defense and fighting forces and organizations. ... Human relationships within an ethnically diverse society. ...


Many Honduran assure; that Reina not only converted the military entity into a civil one, but that he messed up completely the safety device of the country. As a result of it, Reina left the entire Honduran population at the mercy of criminals, racketeers and drug dealers. The elimination of the military service in Honduras was another of the negative effects that Reina’s changes had in the country. Thousands of young poor Honduran used the military as a way to prepare themselves for the future. In the military many of them became: mechanics, carpenters, bricklayers, other assisted night school, and others simply followed a military or police career. With their earnings they also helped to support their families. Military service is service in an army or other military organisation, whether as a chosen job or as the result of an involuntary draft (in that case usually termed conscription). ... Once the military service was gone, so was a very important source or option for many, young Hondurans. As a result; they joined the common criminals, and with it, they have kept the entire population terrified, for many years now. --In short; the drastic changes brought about by Reina; provoked a social trauma, in a country that was not prepared for it. Reina's Death

Carlos Roberto Reina delivered the presidency on January 27, 1998. Later; in October, 1998, Reina began his period as president of the Central American Parliament (Parlacén), where he remained until October 28, 1999. Finally on August 19, 2003, Carlos Roberto Reina committed suicide from a gunshot at the age of 77. It is presumed; that his suicide was the result of an unbearable disease, from which the ex-president had been suffering for some time.
