As of the censusGR2 of 2000, there were 3,846 people, 1,598 households, and 987 families residing in the city. The population density was 662.9/km² (1,715.4/mi²). There were 1,709 housing units at an average density of 294.6/km² (762.3/mi²). The racial makeup of the city was 93.99% White, 2.24% African American, 0.13% Native American, 0.18% Asian, 2.03% from other races, and 1.43% from two or more races. The median income for a household in the city was $29,818, and the median income for a family was $41,193. Males had a median income of $32,563 versus $20,000 for females. The per capita income for the city was $14,376. About 13.9% of families and 20.2% of the population were below the poverty line, including 31.5% of those under age 18 and 26.2% of those age 65 or over. Education

The educational facilities at Carroll County are rather under developed compared to other districts in the region. With some of the lowest test scores in the state, few students have the opportunity to further their education past the high school level. Many students graduate and immediately begin work in factories, where often they work for the rest of their lives. Others somehow make it out of the county and attend universities around the state, and sometimes even the country. Although this percentage is shockingly low the individuals who actually do make it outside of this economically depressed region tend to accomplish great things. According to the latest study only 1 in 40 graduates actually attend college and graduate.
