Cathal Goulding (January 1922 - December 28, 1998) was Chief of Staff of the IRA and the Official IRA. Born into a Republican family, Goulding was involved as teenager in Na Fianna (the Junior IRA) and joined the IRA at the age of 17 in 1939, the earliest age at which a Volunteer could join the IRA. He was arrested by the de Valera government in 1945 and served a year in the Curragh Internment Camp. Goulding orchestrated IRA training camps in the mountains around the County Dublin area. In 1953 Goulding was on of three IRA members involved in an arms raid on a British Army Base in Essex, England, along with Sean MacStiofain. They were sentenced to eight years imprisonment but only served five years and were subsequently released in 1958. The next year Goulding was appointed Quarter Master General of the IRA and in 1962 became its Chief of Staff until the IRA split in 1970. In August 1969, Goulding issued a statement calling for the Irish Army to invade Northern Ireland to protect the Roman Catholic population from rioters. After the split of the IRA into two factions, the Official IRA and the Provisional IRA, Goulding became Chief of Staff of the Offical IRA from its founding in 1970 to 1972. Goulding argued that the IRA drop its abstentionism from the political institutions of Ireland, which was a reason for the splitting of the IRA. Goulding had a Marxist analysis of The Troubles which meant he believed the British state deliberately divided the Irish working class on sectarian grounds in order to exploit them and keep them from uniting and overthrowing their bourgeois oppressors. Goulding also believed in terrorist action against soldiers, policemen, capitalists and 'exploiting' landowners but claimed that indiscriminate bombings and attacks on the Protestant working class were counter-productive in the aim for a 'United Irish Working Class Republic'. Under Goulding the OIRA advocated proletarian revolution in the Republic of Ireland and was viewed as more of a threat to the Irish government than to Northern Ireland. The OIRA announced a ceasefire in 1972. Goulding was involved in the founding of the Workers Party of Ireland and in 1992 he was opposed to removing its links to the Official IRA which led to dissident members forming the Democratic Left party. He regarded the Democratic Left as having compromised on its socialism in the pursuit for office and Goulding remained active in the Workers Party until his illness limited his involvement towards the end of his life. Goulding described the merger between the Labour Party of Ireland and Democratic Left as the 'ultimate betrayal of the Irish working class'.
