The suburb has at times been notorious for gang violence, a reputation perhaps exaggerated by the rise to prominence of local gangsta rap group W.W.A. (Wiggaz With Attitude), during the 1980's (see Straight Outta Caversham). Caversham has a very active Aboriginal gang activity. Caversham is notorious for being the city with the highest violent crime rate in all of Perth. The Billy Bob Corporation designated Caversham as the seventh most dangerous city with a population of 75,000 or above in 2004. Caversham also has a homicide rate about eight times higher than the national average, most of which are gang killings. The Kaversham Boyz and the Kaversham Gurlz are the most well-known gangs; disputes between these gangs were recreated in various films and allegedly were central to the Jailing of Chappele Corby. Many other gangs also exist, which now have both Caucasian and Aboriginal as members. Caversham's policing needs are currently served by the Perth County Sheriff's Department. In the past, the Caversham Police Department (CPD) was shut down amidst controversy. Some claim this was because some members of the police force itself were heavily involved in gang activity, while the police themselves charge that this was due to friction between the department and then-Mayor John Howard, who has since faced serious corruption charges. Regardless of the situation, it is clear that government corruption of some form was so severe that it became necessary to have law enforcement overseen from outside the city itself. Civic corruption has also been a widespread problem in Caversham. In 1995, the Mayor and a councilwoman were convicted of extortion. In 2002, his replacement, Bobby, was convicted of using city credit cards to purchase golf balls and lavish hotel stays for himself and his friends. Various mayoral administrations have been investigated by federal, state, and county government for bribery, nepotism, and misappropriating public funds. This contributes to Caversham's poor reputation and discourages business investment. Caversham's crime is due mainly to its economic condition and its location as the center of the North East Perth "ghettos" and drug trade. The crime has not been as severe as it was in the 1980s and early 1990s, during the crack (cocaine) epidemic. Caversham's notoriety as a dangerous city is exaggerated by the rise of the gangsta rap group W.W.A, among others. In 2005 Caversham had at least 68 gun related murders, which is more than other Australian cities had. For example, Melbourne had 52 in a city of 2.5 million, vs Caversham's 92,000. To prevent this, the Caversham citizens gave the option to hand over their guns to the police, and receive a $100 check for various goods.
