More commonly Celtic Metal at most is considered among the ranks of the subgenre Viking/Folk Metal. Generally when "folk" is used in terms of metal, it's more a generic term to refer to a band drawing influence from their ancestry or some other ancient culture. In the case of most metal bands who decide to play this style they are from western Europe and would indentify most with their celtic or viking ancestry. However since Viking Metal is so common it's also acceptable (or at least extremely common) to list it as its own seperate genre apart from Folk Metal. The second largest ancient culture that is integrated with metal is Celtic. However it is questionable whether it is large enough to warrant its own subgenre title. Another consideration would be if Viking Metal and Folk Metal bands are considered seperate subgenres, then there would be virtually no Folk Metal bands who aren't Celtic Metal other the very few bands who maybe influenced by Asian, Basque, Latvian, Russian, Middle Eastern, Greek, etc cultures.
