The role of the central control should be to improve economic co-ordination where decentralized decisions alone are unable to ensure the dynamic equilibrium of the economy.
Central control may direct the development of the economy in agreement with the goals of the whole society.
Central control bases itself on trends of development as they appear in the macrostructure and in distribution, on the primary resources, on the main trends of science, technology and organization, and on preferences of society as a whole.
The centraleconomic work conference that has just concluded pointed out that the better the situation, the more necessary it is that we soberly perceive the contradictions and problems existing in economic and social development.
As this centraleconomic work conference pointed out, with regard to these problems, we must take a long-term view, focus on the present, and persist in applying the methods of reform and development to seriously resolve them.
This latest centraleconomic work conference has summed up this year's economic work in a scientific, pragmatic, and cool attitude, showing that the party has become more mature and self-confident in applying Marxist stance, viewpoint, and method to analyse and resolve practical problems.
