In the case of the failure of the council or the mayor to act, the election may be ordered by the city secretary and, in case of his/her failure to act, by the county judge of Angelina County, Texas, and in case of his/her failure to act, by the governor of the State of Texas.
The city manager, with the approval of the council, shall appoint an attorney, or attorneys, licensed to practice law in the State of Texas to serve as legal advisor to the city and to all officers and departments of the city.
All bonds of the city having been issued and sold in accordance with the terms of this section, and having been delivered to the purchasers thereof, shall thereafter be incontestable and all bonds issued to refund and in exchange for outstanding bonds previously issued shall, after said exchange, be incontestable.
Candidates for city council shall be nominated and elected by the electors within each candidate's district; candidates for mayor and council president shall be nominated and elected by the electors of the entire city.
It shall be the duty of the mayor annually at the second meeting of the city council in October to communicate by message to the city council a statement of the conditions and affairs of the city, and to recommend the adoption of such measures as he may deem expedient and proper.
The city attorney shall be a member of the Bar of the State of Washington, and shall have practiced law within the state of Washington not less than five years immediately preceding his or her appointment.
