Cesare Mori was born in 1872 and was raised in an orphanage. He became a policeman and was sent to Italy to fight crime. In 1924 he became the prefect of Trapani. Then, he was transferred to Palermo where he began a ruthless campaign against the Mafia. He investigated high-ranking mafiosi and saw that they had a relationship with Fascism. Mori understood the fear honor and respect of the mafiosi. So he started adopting mafia tactics (respect and honor) to fight the Mafia. This anti-mafia campaign was from 1924 until 1929. He mistrusted the legal system greatly. He knew that the law was weak, and therefore, he intervened by police violence and not the mafioso. His tactic was considered as "the biggest mafioso of them all".
