History Chang was a feared criminal throughout Korea. Once, while he was committing a crime in a humble Korean suburb, Chang met a little man named Choi, who was outside a butchery. Chang found him to be very funny, and offered Choi to aid him in his crime business. Choi finally accepted his offer, as he was quite bored of his daily life, and wanted a bit of excitement. Both were an unstoppable team feared among the banks and tiny shops. Chang didn't only do this for the money: he also found crime to be humorous. He was also very happy to have Choi with him, since he found him to be a very good friend. However Kim arrived and assaulted them until they told him that they would join his team for KOF and his "Rehabilitation project". Personality Chang is a joyful man, always seeing the bright side of things, and laughing at them. However, his life with Kim has left him very sad, and though he thinks Kim is a boring man, there's nothing he can do to avoid it. Chang is also very reluctant to keeping his mouth shut, and when he always talks ill of Kim, it's always in the wrong moment, earning him and Choi a swift beating. Chang cherishes his friendship with Choi, and both pass most of the time planning their escape when they're not training.
Trivia - Smart Chang, a version of Chang with a full head of hair, fitting body and pants, appears as Chang's Maniac Striker in KOF 2000. Smart Chang appeared in one of the four-panel KOF joke strips (known in the net as jests). He was the result of Choi Bounge putting a hole in his belly and letting the air out, much like you do from a balloon.
- In several KOF games Leona Heidern salutes Chang the same way she does her Ikari Warrior teammates. This was originally a bug in KOF 98, but grew into a gigantic in-joke, creating several official artworks of the two together in the Neo Geo CD version of KOF 98's gallery.

- Between KoF '00 through '02, Kim deems both Chang and Choi's rehabilitation complete; however, Chang and Kim form a friendship that flourishes whereas Choi becomes forgotten.
- In team Korea's ending in KoF 2000, Chang and Choi end up switching bodies due to the Zero Cannon, problem solved when Kim said both to smash their heads one each other, making success.
- Just like Mai Shiranui, King Of Fighters XI depicts Chang's first absence in the game series. Because both him and Choi convinced Kim to join the Garou Team. Chang and Choi later appear in the Garou Team's ending celebrating the team's victory at the PaoPao Cafe.
