I believe a good is a good voice actor my personal favourite is Michael Ironside in the Splinter Cell games, he WAS Sam Fisher and I would have been sorely disapointed had he not been employed in Pandora Tommorow he is one of Hollywoods finest character actors and gave a fully rounded vocal characterisation.
I don't think voice actors are the be all and end all of games there are many more important factors (namely playability and longevity) but the good ones add atmosphere and colour to the proceedings.
Freedom Force is a great game, and the voice acting in that is second to none, the developers there make the voice acting themselves, they are the ones that do it, the voice acting is so budgetised that they often have to say dialogue again, becos a car went by the office.
