Sir Charles Hibbert Tupper (August 3, 1855March 30, 1927) was a Canadian politician. He was the second son of Sir Charles Tupper and served in his father's Ministry as Solicitor General of Canada. Hibbert Tupper practiced law before being elected as a Conservative MP in 1882. He was appointed Minister of Marine and Fisheries by Sir John A. Macdonald in 1888 and kept that position in subsequent Conservative Cabinets until 1894 when he became Minister of Justice in the government of Sir Mackenzie Bowell and attempted, unsuccessfully, to resolve the Manitoba Schools Question by drafting a bill to restore Separate School education for Catholics in Manitoba. Tupper resigned in January 1896 to protest Bowell's leadership which largely failed on this question. He returned as Solicitor General in the short-lived government of his father later that year. Tupper remained an MP until his retirement from politics in 1904 after which he moved to Vancouver to practice law. Sir Charles Tupper, GCMG, CB, PC, DCL, LL.D, MD (July 2, 1821 – October 30, 1915) was the sixth Prime Minister of Canada and, as of 2006, the one with the shortest term of office (69 days).
Tupper was born in Amherst, Nova Scotia to Charles Tupper (Sr.) and Miriam Lowe Lockhart.
Sir Charles Tupper died in Bexleyheath, Kent, England at the age of 94, and was brought home to be buried in St. John's Cemetery, Halifax, Nova Scotia.

Born in Amherst, Nova Scotia, Tupper studied at the University of Edinburgh, Scotland, becoming a doctor upon his graduation in 1843.
Tupper led the Conservatives into the 1896 election; however, the question of the educational rights of French-speaking Manitobans turned voters, especially in Quebec, towards the Liberals under Wilfrid Laurier, and Tupper's Conservatives were defeated.
