Charles T. Menoher (1862-1930) was born in Johnstown, Pennsylvania. He graduated the U.S. Military Academy in 1886. Major General Menoher commanded the Rainbow Division during World War I. He preceded Douglas MacArthur in this position. Following the war, Menoher became commander of the Air Service, where he began a famous conflict with his top deputy Colonel Billy Mitchell.
