The home of Charles Washington, Happy Retreat, was erected in 1780. In 1786, on 80 acres (320,000 m²) of his adjoining land, Charles laid out the streets of Charles Town, naming many of them after his brothers and one after his wife, Mildred. He donated the four corner lots at the intersection of George and Washington Streets for public buildings of the town and county, provided the town become the seat of the county upon its separation from Berkeley County. Jefferson County was formed in 1801 as Charles anticipated. The county court house stands on one of these lots, as did the jail until 1919 when it was demolished to be replaced by the post office. Charles Washington died sometime between July and September, 1799, only a short while before the death of his brother, George. Charles' and his wife Mildred's grave sites near Evitts Run have recently been located and surrounded by a stone wall Mr. and Mrs. William Gavin, the owners of Happy Retreat, have decided to sell the historic estate, which consists of 12 acres , the large manor house, a colonial-era stone and brick kitchen/storehouse, and the old school house in which many owner’s children were educated. Being within the Charles Town city limits, the property is ripe for development, although the Gavins would very much prefer that the property be preserved in its entirety for the enjoyment of future generations. Recognizing the threat to this historic property, a group of preservation-minded individuals has formed the Friends of Happy Retreat, Inc. (FOHR), a non-profit corporation dedicated to acquiring, preserving, and utilizing the property for public benefit. A purchase option for $2.5M has been signed by the owners and the corporation which will provide the FOHR only about eight months to collect the required funds. Tax-deductible donations are being actively solicited from individuals, foundations, and other non-profit organizations who share FOHR’s interest in seeing Happy Retreat preserved as a national historic treasure while at the same time contributing to the public’s appreciation of the arts, local culture, and the rich history of the Washington family and the Eastern Panhandle of West Virginia.
