Because his death in Street Fighter Alpha 2 was retconned, Charlie is the only SFA2 character "unaccounted for." In Alpha 3, Charlie's drug-trafficking investigations led to an entity called Shadoloo. He tried to bring this to his superiors, but they buried the investigation. On his own, Charlie teamed up with Interpol special agent Chun-Li to take down Shadoloo. Because the army brass was on the take from Shadoloo, they sent Guile to stop him. Charlie and Chun-Li had just found Shadoloo's ringleader, M. Bison, when Guile showed up. Charlie convinced his subordinate to join him rather than stop him. They forced Bison to retreat into his headquarters, and the trio followed him. Charlie and Guile went for the Psycho Drive while Chun-Li planted explosives around the base. Bison attacked Charlie and Guile, enhanced by the Psycho Drive, and would have obliterated Guile with a Psycho Crusher, had Charlie not grabbed him out of it. Charlie struggled with Bison and told Guile and Chun-Li to get out. They escaped and watched as Shadoloo's headquarters exploded. Charlie is presumed killed in action.
Trivia
- In Marvel Super Heroes vs. Street Fighter, Charlie can be played as a secret character named Shadow, who appears to be darken like Akuma. He also has a new super move which sends his opponent by his uppercut into the air, then he pursues the opponent and the screen will go white and all can be seen is just some little explosions, like the Shun Goku Satsu. In his ending in the Japanese version, it might happen that Charlie is rebuilt by Bison into a fighting machine, and in the ending, somehow Charlie tried to escape, he can't resist the effect of the rebuilding and eventually he ended to be upgraded into Bison's killing machine.
- However, in Marvel vs. Capcom, Charlie makes an appearance as a Secret Assistant who helps the fighter by doing Hyper Somersault Strikes. It is known in the Chun-Li's ending that he is free of Shadoloo, although with such body. He helps Chun-Li from being brainwashed by Bison.
- Alternatively, he, together with Shadow Lady (alternate form of Chun-Li), team up to fight the crime of Shadoloo, and helps the heavily injured fighter (in this case, Jin Saotome) to mechanize him/herself.
