Charlie O'Connor was born in Dublin in 1946. He was educated at Synge Street CBS, Drimnagh Castle CBS, the Irish Management Institute and the Industrial Relations Institute. O'Connor first became involved in politics in 1991 when he was elected to Dublin County Council. That authority changed to South Dublin County Council in 1994, to which O'Connor was also a member until 2003. Death threats

In November 2006, Evening Herald reported that Gardaí were investigating death threats made to Deputy O'Connor on his mobile phone voice mail. This followed O'Connors staunch campaigning against organised crime and gun violence.
