Chester Gillan said that his government has brought in regulatory measures "we believe are working," and he asked Islanders to "give it time to let it work." He indicated that he felt that the government's implementation plan has been successful.

Gillan is the editor of Footwork: The Paterson Literary Review and Director of the Poetry Center at Passaic County Community College.
