At the beginning of Stargate SG-1, the Goa'uld Apophis is charged with maintaining order on Chulak, however, an agreement between the System Lords prevents any Goa'uld from laying individual claim to the planet. As such, unofficial control of Chulak is often used as a bargaining chip between the System Lords.
