The city was amalgamated by then Commissioner Des Clarke and two other commissioners appointed by Victoria's then Liberal Premier Jeff Kennett. Commissioner Clarke did an amazing job to both, run the city well despite disruption by left wing political activists at some "council" meeting, and to successfully amalgamate the former cities quickly so that council elections could take place. Sadly voter turnout at the last 4 council elections held since 1996 has been poor (about 50% of enrolled voters). Port Phillip - Wikipedia, the free encyclopedia (1428 words)
Port Phillip seen from Frankston on the eastern shore of the bay.
Port Phillip was formed about 10,000 years ago at the end of the last Ice Age, when the sea-level rose to drown what was then the valley of the Yarra, which flowed down what is now the eastern side of the bay.
Port Phillip was then left undisturbed until 1835, when settlers from Tasmania led by John Batman and John Pascoe Fawkner (who had been at the Sorrento settlement as a child) established Melbourne on the lower reaches of the Yarra.
