City on a Hill Press, originally launched in 1966 as "The Fulcrum," is the student newspaper of record for the University of California, Santa Cruz. Designed as a newsmagazine, the weekly tabloid-sized paper releases new issues every Thursday of the academic quarter, for a total of 30 issues per school year. The paper serves to bring relevant news and features not only to the campus of UCSC, but also to the population of Santa Cruz, California. The current desks are: Campus, City, World/National, Gender/Sexuality, Health/Science, Arts/Entertainment and Sports. Although campus coverage has been—and will always be—a permanent fixture to the paper, the other desks are often adjusted from quarter-to-quarter to best fit the strengths of the current editorial staff. For example, in Winter 2007, the National/International desks were separate, while in previous quarters, the Music desk and Arts/Entertainment desk were separated. The Multicultural desk was eliminated after Winter 2005 due to the lack of a suitable editor. The Gender/Sexuality desk has not always been a permanent fixture to the paper, while the City on a Hill Press staff members of the late 1980s adamantly refused to devote any column inches to sports coverage.


While in previous decades the title of the paper was shortened to simply "The Press," in current years City on a Hill Press has been fondly referred to as CHP—inevitably causing unintentional confusion with another well-known CHP, the California Highway Patrol. City on a Hill Press has a long-standing tradition of journalistic excellence. The paper was named the 1986 College Gold Crown Newspaper by the prestigious Columbia Scholastic Press Association.
