History Founding The party was formed by members of the Article 45 Concern Group, student leaders and pro-democracy citizens primarily from the legal and academic professions. Structure The Party membership comprises six members of Hong Kong's Legislative Council, or Legco, which makes it the fourth largest political party in that body. They aim to be the ruling party of HK. As of April 2006, party membership is being limited to 109 members. The admittance of any new member needs to be backed by two other party members. Speculation Given the recent political state, many people believe that the Civic Party is likely to replace the Democratic Party as the leading pan-democracy party. This is not unfounded. Since the handover, the Democratic Party has suffered from reduction of popularity, internal quarrels and splitting, abandonment by its members to join other parties or run as independent Legco candidates (e.g. many members of the Civic Party had once been members of the Democratic Party), and even a few scandals. Furthermore, the Civic Party are on better negotiation terms with the Mainland officials than the Democratic Party.
