The blazon as described in the act on the arms of Finland (381/78) may be translated as follows:


"Gules, among nine roses Argent, a lion rampant crowned Or, having for its dexter forepaw a human arm armoured, brandishing a sword trampling a falchion fesswise reversed, both of the second hilted of the third."


It has been assumed that the lion comes from the House of Bjelbo, which is also present in the Coat of Arms of Sweden. The lion had also earlier been used in the seal of the Duke of Finland in the 14th century. The two kinds of swords are similar to the ones in the Coat of Arms of Karelia. The curved "eastern" sabre placed under the feet of the lion reflects the political situation during the period. At that time, Sweden and Russia had been constantly at war. House of Bjelbo, also known as House of Bjälbo (Bjälboätten in Swedish) or House of Folkung (Folkungaätten in Swedish), was an Ostrogothian Swedish family that provided for several medieval Swedish bishops, jarls and kings. ... The nine roses are often claimed to represent the nine historical provinces of Finland, but Lapland and Ostrobothnia were not generally considered as parts of Finland yet in the 16th century. Noteworthy is that the number of towns in the nominal "Grand Duchy of Finland and Karelia" in 1580 was nine: Turku, Porvoo, Rauma, Naantali, Pori, Vyborg, Tammisaari, Helsinki and Priozersk that had been taken from Russia in the same year. The number of roses has varied during the centuries, before the Coat of Arms was restored back to its original form in the early 20th century. The historical provinces (Finnish: maakunnat or provinssit – singular maakunta or provinssi, Swedish: landskap) of Finland is a legacy of the countrys joint history with Sweden. ...
