The term Combined Fleet (聯合艦隊, or Rengo Kantai) referred to Japanese Navy's main ocean-going component, analogous to the German High Seas Fleet. Until 1930s, the Combined Fleet was not a permanent organization, but was temporarily created when necessary--either during wartime or during fleet maneuvers. It became a permanent organization that included most of Japanese warships during 1930s--only the base units, Special Naval Landing Forces, and the China Expeditionary Fleet lay outside the Combined Fleet.
