The Commission on Global Governance was an organization co-chaired by Swedish Prime Minister Ingvar Carlsson and Shridath Ramphal of Guyana that produced a controversial report, Our Global Neighborhood, in 1994 [1]. The report was attacked by pro-sovereignty groups for calling for United Nations reforms that would increase its power. It also was criticized by world federalists who disliked the terminology of "global governance", which seemed clunkier than "world federalism." Simultaneously, Maurice Strong, a member of the Commission on GlobalGovernance, was named Executive Coordinator for U.N. Reform, and put in charge of restructuring the U.N. in preparation for the new role the U.N. expects to perform in the 21st century.
The objectives of globalgovernance are no different from the objectives of Stalin's Soviet Union; the methods of achievement, however, are quite different.
The Commission on GlobalGovernance was constituted in 1992, and its mandate was to ask questions about world order, to examine the systems in place for world governance and to weigh up the prospects for future generations.
In the emerging global neighbourhood, while states and governments remain primarily actors in globalgovernance, they are not the only players; while the United Nations must continue to exercise vital functions, it cannot do all the work.
Globalgovernance is the governance of diversity, not uniformity; it is governance through democracy, not dominion; it is governance that is multi-layered, not from the mountaintop.
